"My bias is to be upfront with the applicant and tell them about that, and then we can decide whether it's applicable or not," Vice Chair George Seal said, arguing for early disclosure of requirements that could surprise applicants. Other board members cautioned that an overly prescriptive checklist could impose unnecessary cost for minor subdivisions. The group agreed staff will highlight items already captured in the application, add clearer guidance distinguishing minor and major submissions, and postpone any formal adoption until more members are present.
