Commission approves construction agreement for Main Street Exchange and Douglas Avenue parking garage; contractors outline delivery and lane-closure plan

The commission unanimously approved a letter of agreement between the city and 968 Douglas Avenue LLC / Euro American Investments of Pinellas LLC to govern construction deliveries and right-of-way repairs related to the Main Street Exchange and a precast parking garage on Douglas Avenue.
Developer representatives and Hawkins Construction described logistics for precast panel deliveries: a 300-ton crane delivered in components beginning Aug. 24; precast deliveries to begin Aug. 31; a plan to erect about 10–12 panels per day for the final phase; a 10–15 working-day single-lane closure for the final erection near Douglas Avenue; and a two-day full closure timed to minimize conflict with downtown events to dismantle the crane. Contractors emphasized community outreach, a dedicated project website (douglasparkingcenter.com), door-to-door notification for local businesses, time-lapse cameras, and commitments to maintain property access and repair any right-of-way damage.
Commissioners asked about alternate routes, schedule risks (weather, supply-chain), and hurricane preparedness; contractors said they have hurricane plans and prefer to lower or dismantle the crane ahead of severe weather. Developers said they will post maintenance-of-traffic signage, coordinate with the city, and maintain access for deliveries to downtown businesses. The commission named the city manager as authorized designee to execute the agreement.
Public engagement included plans for an Oct. 11 open house for businesses, and staff said they will continue meeting with affected merchants and monitor construction timing to avoid major events.
