Lubbock ISD forms School Library Advisory Council; staff working to meet legal requirements and manage book-review process

Kim Callison told the committee staff are finalizing a School Library Advisory Council required by law and currently have three voting members confirmed; two more voting members are needed to meet the minimum five.
Callison said the council will include non-voting members such as librarians, teachers, or clergy, and the district will draft operational procedures—using models from other districts—that will be reviewed by the council and then presented to the board for approval. Because the council’s meetings will be open to the public, staff are considering how to manage citizen comment and anticipate public interest.
On materials review, Callison said the district has removed books under review or flagged for reconsideration in compliance with House Bill 900 and is using keyword searches in the Destiny catalog to identify titles affected by Senate Bill 12’s provisions related to gender-transition content. No parents have submitted classroom-library restriction requests so far this school year.
Elementary librarians reported concerns about workload and multiple duties (including instructional rotations and Chromebook management); the district surveyed librarians and will form a focus group to explore administratively feasible solutions that do not require new funding. The administration has contacted the TEA for clarification on whether librarians qualify for classification changes under House Bill 2.
