Summary
LISD staff told the Finance/Operations Committee that several members have filed health claims exceeding the $350,000 stop-loss threshold and proposed a vaccine carveout (COVID, flu, shingles, hepatitis B) that could be offered at no cost and save an estimated $56,000; board approval is planned for October.

Lubbock Independent School District administration reported early high-cost health claims in the district's self-funded plan, saying a few members have already exceeded the $350,000 stop-loss threshold and reimbursements have begun. Staff told the Finance/Operations Committee a rebate check is expected later this month as stop-loss carriers process claims.
To reduce barriers to vaccination and lower administrative costs, staff proposed a vaccine carveout that would allow members to receive certain standard vaccines (COVID, seasonal flu, shingles and hepatitis B) at no cost and outside the regular office-visit billing process. Staff estimated the carveout would avoid office-visit and administrative fees and save the district roughly $56,000; the proposal was presented as a recommendation that would require board approval in October and be clearly communicated to employees if adopted.
