Dr. Seward introduced a memorandum of understanding (MOU) request from the Military Veterans Museum of the Southwest to use district space to store veterans' memorabilia and to conduct oral-history recordings. He told the board the group liked an older district building and requested space for storage and monthly meetings. "They approached me a couple of months ago regarding the possibility of using our facilities to store memorabilia for veterans," Seward said during his presentation.
The draft MOU states the district would loan facilities "as is," would not accept responsibility for damage to items and expects the group to carry insurance and perform necessary repairs. Board members questioned why museum representatives were not present to describe plans and asked legal staff to verify whether use of district electricity and facilities by an external group would comply with policy. Trustees discussed options: approve with conditions, postpone to allow the group to present, or require additional documentation and an insurance certificate before final approval.
The board did not take a final vote on the MOU at this meeting; members signaled willingness to consider it pending clarification on liability, term length and staff/resource commitments.
