Fire Chief Todd Byrne presented the Fremont Fire Department's 2025 annual report, reporting 4,398 total calls (a 7.6% increase) and 4,024 EMS calls (an 8.43% increase). Byrne said EMS accounted for 91.5% of calls, the average patient age was 61.14 years, and the top emergencies were falls, medical transports, and traffic accidents. "The 2025 was our busiest year yet. We had 4,398 calls last year," Byrne said.
Byrne described a major multi‑agency response to the Horizon Biofuel explosion that resulted in three civilian deaths and noted increased training hours (6,269 documented hours, a roughly 45% increase). He outlined near‑term equipment deliveries (a new ambulance arriving within weeks and a new engine expected in May–June) and said staff expect an 8–10% call‑volume increase in 2026 if current trends continue. Council members thanked the department and asked questions about call distribution and possible satellite EMS locations.
