Adams County details $17.5M energy-performance contract projects, says grants and tax credits will reduce county share

County project staff gave an update on the Energy Performance Contract (EPC) program and recent project completions and funding. The county said the EPC portfolio includes 26 distinct projects across roughly 12 county buildings: two solar arrays, geothermal bores, LED and lighting upgrades, building automation upgrades and other efficiency measures. Several projects are already completed and operational; staff said the geothermal system at one facility has been online for weeks.
Project leads said the EPC approach bundles capital upgrades and relies on guaranteed savings and outside funding to reduce net county costs. "With the funds that we received from grants and tax credits and then with the initial approved budget that we received from the board, we have been able to title the finalized project list," staff said. The presenters reported roughly $5.5 million in grants and tax credits awarded or identified; the total contract value presented to the board was on the order of $17.5 million with approximately $14.9 million in Adams County funding planned. Staff estimated operational savings of about $478,000 annually and lifecycle savings over 20 years. Commissioners requested continued measurement and verification and noted interest in public celebrations and facility tours as projects come online.
