Springport Planning Board records five-year zoning reversion, approves revised September minutes

The Springport Planning Board on Oct. 15 approved revised minutes from its Sept. 17 meeting that instruct staff to add language saying an Agricultural-to-Industrial zoning change will revert to Agricultural if no action is taken on the property within five years.
Secretary Karen T. Luziani said she would "update the minutes to state that if the zoning change from Agricultural to Industrial goes through and no action has been taken on that property within five (5) years, that zoning will revert back to Agricultural." The minutes also record that the Town of Springport Comprehensive Plan needs to be updated to state the town will use the New York State "Sunset Clause" in this case.
Jon Patterson moved to approve the September 17, 2025 minutes with the stated changes; Lance Winter seconded the motion, and the minutes say the motion carried. The minutes do not provide a roll-call tally or identify any members who opposed or abstained.
Chair Mike Sacco also noted he will contact Cayuga County planning staff to follow up on any steps the New York State Department of Environmental Conservation might take regarding the property at issue. No formal zoning decision or hearing on a rezoning was recorded in these minutes; the change described is an update to meeting minutes and to the comprehensive plan language as a policy direction.
