The Hilliard Town Council adopted Ordinance No. 2026‑05 on first reading July 16, imposing a temporary moratorium on the acceptance, review or approval of development permits, development orders, rezoning or site plans for data centers, data processing, data mining and cryptocurrency mining operations inside town limits. The ordinance was presented as a time‑limited pause to allow staff and the council to study and develop land‑use regulations tailored to such uses.
Town Clerk Lisa Purvis presented the ordinance language and the council scheduled a public hearing and final reading for Aug. 6, 2026. The ordinance text before the council described the scope: "imposing a temporary moratorium on the acceptance, review, or approval of applications for development permits, development orders, rezoning, or site plans related to data centers, data processing facilities, data mining or cryptocurrency mining operations (referenced herein collectively as data center facilities) within town limits of the Town of Hilliard."
