External auditor issues clean opinion on 2025 unified-government financials

Forvis partner Jacob Holman presented the Unified Government’s audited financial statements for the year ended Dec. 31, 2025, and told the commission the audit concluded with an unmodified, or clean, opinion.
"We did issue a clean or unmodified opinion," Holman said, noting the audit covered multiple bases of accounting and a large, complex set of financial statements. CFO Shelley Knieven highlighted that the general fund’s unassigned balance stood at about $69 million (roughly 3.7 months of revenue). Holman said auditors found no material weaknesses or significant deficiencies; a single best-practice comment recommended annual substantial-interest (conflict-of-interest) confirmations for governance and key management.
Auditors also reviewed long-term liabilities, capital assets and estimates used in the statements and reported no concerns with management’s estimates. The presentation was informational; no action was required.
