BLDC hires CRT Environmental to prepare DEC-required periodic review for Plaza site

The BLDC approved a contract with CRT Environmental Solutions LLC to prepare and submit a site management periodic review for the Binghamton Plaza site, not to exceed $9,500.
Staff explained the New York State Department of Environmental Conservation requested the PRR and that CRT had prior involvement with the site and was CC'd on related DEC correspondence, making them a timely choice to prepare the required documentation ahead of the August 30 deadline. The board approved the contract by voice vote and staff said they would coordinate PRR delivery with the city.
Staff noted that a qualified environmental professional will be needed to manage long-term environmental easement obligations and that the city is expected to assume stewardship responsibilities after site remediation and project close-out.
