Hilliard council advances ordinance to vacate rights-of-way in North Hilliard Terrace

The Hilliard Town Council adopted on first reading Ordinance No. 2026-01, which would vacate Blocks 68, 69 and 71 and related public rights-of-way within and adjacent to “North Hilliard Terrace.” The motion to adopt on first reading was made by Councilman Dallis Hunter and seconded by Council President Kenny Sims; the council recorded a unanimous vote to advance the ordinance and set the public hearing and final reading for July 2, 2026.
The applicant’s legal representative, Courtney Gaver, presented the requested right-of-way vacation and answered council questions about the parcels and the recording process. The ordinance directs staff to record a certified copy of the ordinance if ultimately adopted and includes standard severability and effective-date provisions. The council’s action was limited to first-reading adoption and placement of the item on the July 2 agenda for final consideration.
No public opposition or substantive amendments were recorded during the meeting. The council’s vote on first reading sends the matter to a public hearing where residents can comment before final action.
