County pauses solid waste contract award while new director reviews operations

After bids closed for a proposed outsourcing of solid waste services, the county manager told the board he needs more time to review the business model and operational readiness before the commission accepts a recommendation of award. He described missing asset records and other process problems that prompted him to ask the board to reject all bids and give staff six months to evaluate.
"Right now, I don't think the business model that would reject all bids and allow mister Baber 6 months to assess the situation," a commissioner summarized during discussion; the board seconded a motion to pause the selection and allow the manager to report back with recommendations. Staff and legal counsel explained the board retains the authority to reject all bids at any time and to reconvene the evaluation panel if desired.
The manager said staff will provide monthly updates while they audit inventory, improve timekeeping and reexamine procurement criteria; if the board agrees, the procurement schedule may be reset to allow more vetting before an award.
