Resident warns of missing dogs; county says adoptions, transfers and statute limit disclosure

Annie Anderson of Jefferson County Humane told the commission she was "bombarded" by residents seeking information about animals and asked for clearer public reporting on where animals go following shelter intake.
"We have 20 dogs that disappeared," Anderson said, asking the county to disclose adoption or transfer information and spay/neuter paperwork. She also raised concerns about past partnerships with outside organizations and urged that euthanasia be conducted only by licensed veterinarians.
County staff and the county manager responded that state law limits the release of adopter or transferee personal information. "[Statute] prohibits anybody from releasing information about the adoption or the transfer of animals and where they went," a staff member said on the record while explaining the county’s obligation to protect adopters. The manager added that since his arrival the county has euthanized four animals (two dangerous animals and two city‑directed cases), that others have been adopted, fostered or transferred, and that an adoption event is planned.
Officials pledged to increase social media promotion of available animals and to continue working with non‑profits and fosters to reduce euthanasia and increase transparency within statutory constraints.
