County to switch ICRA administrator to Remodel Health; HCM hired for ACA reporting

The commission approved a change in administration for the county’s Individual Coverage Health Reimbursement Arrangement (ICRA). Officials said the county entered the ICRA with Take Command on Oct. 15, 2025, but cited degraded customer support from that vendor and pursued alternatives beginning in April. After vendor interviews and evaluation, staff recommended Remodel Health as the new third‑party administrator for an Oct. 1 transition; employees hired at the meeting will be among the first able to shop on the new platform.
Separately, the commission approved a contract with Health Cost Manager (HCM) to perform ACA filing and compliance services. The quoted pricing was $3,500 for up to 500 employees and $1.85 per report mailed. The move was presented as a necessary administrative step because moving from a group plan to ICRA requires a different vendor for IRS reporting tasks previously handled by ADP.
Commissioners emphasized a focus on improved customer support and a more robust open‑enrollment process in November; staff said they would work with the new vendors on outreach and enrollment operations.
