Traffic consultant: study finds roadway network can absorb hospital traffic; 501 parking spaces proposed

Louay Abuna, the traffic principal from KLOA, told the commission the traffic‑study analysis used conservative Institute of Transportation Engineers trip rates and traffic counts at peak periods. The study shows the study‑area intersections have adequate reserve capacity to accommodate forecasted hospital traffic.
Abuna described access design including four site access points (a main Locust Drive access with two inbound and two outbound lanes, a secondary Birchwood Place access for visitors, two Wood Creek Drive access points with one dedicated for ambulances and employees and one restricted to service vehicles), restripping to add left‑turn lanes, and stop‑controlled outbound movements rather than new signals. He also said the project proposes 501 parking spaces and that the study used hospital staffing and visit projections along with standard parking ratios to size supply.
Commissioners asked questions about signage, sidewalk and multiuse path connections and the consultant noted a proposed 14‑foot multiuse path along Lacey Road and new sidewalks on Birchwood Place to improve pedestrian connectivity.
