Fleet Superintendent Adam Dyer explained that the bid locks the per‑gallon markup (the vendor's markup over the volatile rack fuel price) — in this procurement the markup was about 23–24 cents per gallon — while the city still pays the underlying rack price for the fuel, which varies.
Council members sought clarity about why the requisition totaled $525,000 when the markup estimate of roughly $60,000 per year appeared much smaller. Dyer and city purchasing staff said the requisition covers the total estimated annual cost of fuel (rack price plus markup), not just the markup, and that the solicitation (RFP) and subsequent purchase order incorporate the vendor's proposal; the purchase order contains the city's standard terms and conditions and can cover the 3‑year bid term with annual conversion to a purchase order. After extended discussion about whether a multiyear contract or annual purchase order was appropriate and a request for clearer supporting documentation in staff reports, council voted unanimously to approve the requisition.
Councilors asked staff to include clearer contract language and attachments in future reports so members (and the public) can match markup figures to the overall requisition estimate.
