Resident proposes model-aircraft flying site to boost STEM; parks staff to study feasibility

Connor Brown, who identified himself as a Walkersville resident and holder of an FAA Part 107 remote aircraft operating certificate, proposed creating a designated RC/model-aircraft flying area in a mostly unused quadrant of Heritage Park (or another town field). Brown described a phased approach starting with a geotextile or packed-dirt runway (proposed roughly 30 by 150 feet), benches and spectator boundaries, and a pilot operating model that would include posted rules and a membership/insurance arrangement to limit town liability. Brown framed the proposal as a community STEM benefit, citing inclusivity compared with private flying clubs.

During extensive questions, staff and commissioners raised potential conflicts with existing sports use, parking and stormwater (MS4) concerns, and FAA rules. A staff member noted the geotextile runway approach could be temporary and may not qualify as an impervious improvement, but said DPW would need to confirm with the town engineer. The board and staff recommended DPW and parks staff pick logical sites, evaluate drainage/safety, and return a feasibility proposal; if parks support it, the item would proceed to the burgess and commissioners for funding or permit decisions in September or October.
