Cold Spring considers comment on proposed dispensary near therapy office and other sensitive sites

The board discussed a state notification that an applicant plans a retail cannabis dispensary at 10 Julia Lane (suites 102–103). Trustees explained that state rules set minimum straight‑line distances — for this village that includes 2,000 feet between dispensaries in small municipalities, 200 feet to houses of worship and 500 feet to schools — but that a court challenge is under way over how those distances are measured (door‑to‑door vs. lot line). The board asked staff to draft a formal comment requesting verification from the Office of Cannabis Management and to note nearby sensitive uses.

A local practitioner who uses the site for a psychotherapeutic practice told the board she treats young children and trauma‑affected clients and said parking is already tight. “I’m really a psychotherapeutic office that uses the creative arts therapies as a form of treatment,” she said, asking trustees to consider potential effects on clients and pedestrian safety. Trustees emphasized that the village’s role is to comment — the state issues the license — and they will request that the state confirm measurement methodology and any zoning/change‑of‑use determinations before a license is granted.
