Developers of a proposed entertainment venue at 1154 North Avenue told the City of Beacon Planning Board they submitted revised plans after earlier feedback, including a separate sign permit, additional sprinkler analysis and an acoustic mitigation plan. Applicant Eric Wagner said the hours were shortened after comments from the chair and now list Wednesday 2 p.m.–11 p.m.; Thursday 2 p.m.–midnight; Friday and Saturday noon–1:30 a.m.; and Sunday noon–11 p.m., with holiday weekends curtailed and Wednesday reduced to 11 p.m.
The city's acoustical consultant reviewed the applicant's mitigation and agreed broadly with the proposed measures; staff said post‑construction perimeter testing would be required and that acceptable levels were defined at roughly a 3–6 dB rise at the property line. The applicant described staff perimeter checks, motion‑activated cameras and a perimeter monitoring protocol as part of an occupancy management plan posted as public record.
Several neighbors spoke during the public comment period. Concerns included use of a nearby private parking lot, patrons congregating in the rear yard, safety and egress on the second floor, and the venue's compatibility with nearby family housing. The applicant said management will prohibit patron parking in the adjacent lot, commit to perimeter monitoring, and conduct acoustic testing during full‑output trials before opening. Planning staff advised that because the application triggers a county planning referral (state road locational trigger), comments from the county had not yet been received; the board closed public comment but held off on a vote and asked staff to prepare a draft resolution for the August meeting.
