Trustees voted to authorize staff to develop a draft request for proposals to use $175,000 in NYSERDA funding for municipal solar installations. Laura Posey, lead of the Climate Smart Task Force, told the board the grant works best for one or a few large projects and said the water plant is the preferred initial site because of its high electricity use. “The water plant is my preferred location,” Posey said when describing likely sites.
Posey explained grant rules (four years of continuous use, cost‑per‑watt limits) and warned that changes in federal incentives could affect project scope: developers told staff the 30% federal incentive is unlikely to persist past early July. Trustees asked for an RFP with alternatives for multiple buildings (water plant and two wastewater buildings as alternates) so bids can be compared; staff will return with draft RFP language and scope.
