Spring Valley council awards seal-coating and alley approach contracts totaling roughly $134,600

The Spring Valley City Council approved pavement and alley work agreements this month as part of routine summer maintenance.
Chamlin & Associates recommended awarding the city's seal-coating contract to Pavement Maintenance Services for $88,921.50; the council adopted Resolution #965 by motion #15440 (moved by Alderman Dave Pellegrini, seconded by Alderman Deb Baltikauski) on an 8-0 vote. Separately, two bids were opened for the 2026 Alley Approach Program: Memo's Concrete, LLC ($45,737) and Gillan Construction, LLC ($56,090). After vetting the new bidder, the council approved the Memo's Concrete proposal by motion #15441 (moved by Alderman Ken Bogacz, seconded by Alderman Jeff Chiaventone) on an 8-0 vote.
Alderman Pellegrini noted he had "looked into Memo's Concrete, LLC. since he is new bidder to the city" and said necessary paperwork and union signings were in order for the bidder to proceed. Work orders and scheduling were left to public works staff and Chamlin to coordinate.
