Spring Valley council approves expansion of local enterprise zone
Summary
Council members approved an ordinance amending the city's enterprise zone ordinance after debate and a failed motion to table; the ordinance passed 6–1 with Alderman Kelley voting no.
Council members voted to amend Ordinance No. 1624-2015 to expand the city's portion of the multi-jurisdiction enterprise zone. James Durdan, Economic Planner for NCICG, distributed maps and explained the proposed addition. Drew Schlumpf of Marquis was also present to answer council questions about the boundaries and economic effects.
A motion to table the ordinance failed on a 3–4 vote. The council then dispensed with the reading and approved the amendment on a 6–1 recorded vote (Alderman Jake Kelley cast the lone nay). The council discussion included questions from members and Economic Director Andrew Ebener regarding the specifics of the expansion request and the parcel map provided by NCICG.
Supporters said the expansion would align the city's enterprise-zone coverage with adjacent jurisdictions and could increase eligibility for tax and redevelopment incentives for businesses in the newly included area. Dissenting aldermen raised concerns during the debate about qualification criteria and the geographic merits of including some parcels. The ordinance text and the map brought forward by NCICG will become part of the municipal record following the council's approval.
