Council President Sabrina Madison (speaker 10) told the Common Council she had met with the Police Civilian Oversight Board chair and with the National Association for Civilian Oversight of Law Enforcement (NACOL) before tonight’s meeting and that sponsors of proposed ordinance amendments to the Office of the Independent Police Monitor (OIM) and the Police Civilian Oversight Board (PCOB) had withdrawn those changes.
Madison said three outcomes emerged from follow‑up conversations: the PCOB asked for an agenda item that allows public comment specifically about the OIM, sponsors removed their amendments to avoid further escalation, and the board requested a facilitated conversation about clarifying and strengthening the city's police‑oversight ordinances. “We decided that our chief of staff would reach out to schedule an initial conversation with a potential facilitator and chair Pearson and me,” Madison said, adding she wanted the full council to benefit from the NACOL presentation and slides she had shared on Legistar. She emphasized this item was an informational update and not a budget or ordinance vote.
