The Planning Board and the Architectural and Historic Review Board on Aug. 6 approved amendments to previously permitted exterior plans for 443 Broadway, with multiple conditions attached to site-plan approval.
Valerie read the site-plan resolution that requires the applicant to provide one affordable housing unit and to pay recreation-in-lieu fees where parkland reservation is not being provided. The resolution also conditions approval on completion of outstanding stormwater remediation agreements, payment of outstanding consultant and legal fees, and replacement of 50% of any trees removed.
Board members pressed the design team about increases in roof height shown in revised plans and raised aesthetic concerns about glass balcony railings. The HRB and planning-board resolutions both required that balcony railings be revised from glass to a railing and baluster design. As Valerie stated in the resolution language: "The applicant will revise the balcony railings from glass to railing and baluster design."
Why this matters: The site-plan conditions tie project approval to both affordability and site-compliance measures (stormwater and tree replacement), meaning the applicant must satisfy multiple permits and financial obligations before a certificate of occupancy can issue.
