Staff emphasized the Tier 1A requirement is about compatibility with historic structures rather than imposing a preservation regime, and said a small number of minor edits to the LDRs may be enough to document consistency. The approach would keep South Burlington on track to apply for Tier 1A status without large regulatory changes.
