Planning Commission approves LDR 3.18 update to preserve local EV-ready standard

Planning staff explained that the governor’s executive order made the 2024 RVs/CVs energy code optional statewide, which removed the regulatory guarantee that developers would build to the 2024 baseline. To preserve the city's intent, staff proposed local zoning language that preserves a higher readiness standard: when the state code requires EV capable, the city would require EV ready. "EV capable is a standard of construction that refers to… conduit, that leads to a panel that an electrical panel that is sized for the circuits and the circuitry needed to power a level 2… charger," the planner said, describing the technical difference.
A motion to approve the changes to LDR 3.18 in Article 3 was made and seconded; the commission voted unanimously in favor and the chair said a roll call was not needed. The approved draft will be advanced as part of a stack of minor bylaw amendments pending final drafting and formal adoption steps.
