Council hears that PREA plastics bill failed again; members urge regrouping

S5 described legislative obstacles and interest group pressure, noting that the bill's momentum stalled in the budget process and that local advocacy groups such as Beyond Plastics plan to regroup and press again. "The PREA bill, unfortunately, was not passed this year again," S5 said, and described conversations with a legislative assistant demonstrating cordial reception but no formal vote.
Members voiced disappointment and said they will continue supporting upstream work — including county participation on restaurant packaging and enforcement topics — while awaiting the next legislative opportunity.
