Public-works staff said Baxter & Woodman was hired for initial design and that two prior amendments altered the project scope (one adding Arthur Court, another removing Arthur Court). Staff described the third amendment as a smaller set of items related to clean-construction-demolition debris updates, permanent extensions and bid addenda needed after the project was delayed; the amendment increases the design not-to-exceed amount to $321,950. The board approved the resolution by roll-call vote.
