County staff presented a consultant TRC projection showing closure and post‑closure costs could reach higher ranges; the board adopted a resolution to set aside the dedicated funds to ensure compliance with future closure and monitoring obligations.
County administrator Steve W. Bowen read the resolution language aloud and explained auditors preferred the money be shown as "committed" in the financial statements to avoid public confusion about available cash. The resolution states the funds “be committed and held in reserve through fiscal year 2035 or the completion of the closure of the Nottoway County Landfill, whichever occurs last,” and directs the county administrator to take actions necessary to effect the commitment. A board member moved adoption and the motion passed with all present voting in favor.
Board members discussed that projected closure estimates can increase if new cells are opened and agreed the board may revisit the amount in future budgets or as updated consultant costs become available. The commitment will be reflected in the county’s audit and fund accounting to show those dollars are restricted for landfill closure only.
