Hastings public works details $4M city utility replacement tied to Highway 61 rebuild

Ryan, the City of Hastings public works director, told residents the corridor includes about 1.7 miles of utilities that will be replaced as part of the Highway 61 rebuild and that the city is working to coordinate utility design with MnDOT plans. "So that breaks down to about 9,000 feet of water main ranging from 6 inches to 12 inches in diameter," he said while outlining hydrant and service counts.
Ryan estimated city construction costs to replace the utilities at about $4,000,000, and he said the city will seek right‑of‑entry signatures from property owners so contractors can access private service connections. He also described a deep trunk sewer effort to redirect flow away from the downtown Met Council treatment plant and said the city has a signed cooperative construction agreement with Met Council for that relocation.
Ryan noted the replacement work will require deep excavations through bedrock in some places and that the team plans to embed new utility mains correctly (in sand) to protect against future issues.
