"The bill would allow the comptroller to approve emergency operating loans for local governments in a natural disaster without waiting for FEMA to declare it a disaster," Representative Jones said when describing the proposal. He also explained the bill’s second component allowing flexible repayment sources to avoid unnecessary expenses when grant reimbursements are late.
Members had no additional questions on the record and the committee voted 26-0 to move the bill to calendar and rules. The committee record did not include a separate fiscal note or amendment during the session.
