Health department says state will pursue health information exchange and tech investments for rural care

Department of Health officials told the Finance committee the NOFO emphasizes infrastructure, technology and connectivity and that the department plans to include technology investments and a health information exchange (HIE) in its strategy to support rural access.
"An establishment of a health information exchange. Tennessee is one of, I believe, 4 states currently without [an exchange]," Deputy Commissioner J.W. Randolph said, describing plans to expand the Tennessee Community Compass referral system and connect rural providers with health‑tech tools. The department said most HIE and technology investments will be competitively procured and that solicitations, fiscal vehicles and evaluation plans are being developed.
Members asked whether the HIE and similar components would be sole‑sourced or competitively bid; Randolph replied that most opportunities will be open competitions, though certain dollars (for example some EMS allocations) may be designated to flow based on prior coordination with federal or state fiscal partners.
