MCOE staff flag North Monterey County reserve shortfall; CTE grant implementation led to returned funds

Dr. Stanley presented the Monterey County school districts and charter schools adopted budgets for 2025–26 and highlighted that 20 districts remain in deficit spending but at reduced levels. He flagged North Monterey County as showing a 1.10% reserve—below recommended reserve levels—and said staff will monitor the district and send a targeted letter requiring improvement by first interim, referencing an approximately $10 million improvement in unaudited actuals that staff expect will affect the district’s beginning balance.
Dr. Stanley also reviewed several payment items and expenditures. He identified a returned CTE funding amount of $205,000 tied to unimplemented pathways; staff explained the district had been "overly ambitious" in identifying three Career Technical Education pathways and was only able to fully develop one (aviation/Hoover Academy), citing hiring challenges for CTE teachers. Staff outlined steps to address implementation including partnerships, virtual-reality exploration tools and future reporting back to the board.
"We were overly ambitious of having 3 pathways where we were really only able to develop 1," staff said, and noted adjustments are underway to improve CTE delivery and avoid future unspent funds.
