Paducah ISD board approves roofing procurement steps, bids to include two system types

Paducah ISD trustees voted to move forward with a formal procurement process for roof replacement work following a June 2025 hailstorm and a total-loss insurance claim. The board approved bidding two roofing system types — "LKQ (single ply PVC) and a two-layer modified bitumen Built up Roof" — and directed that the work be solicited using the TIPS interlocal Purchasing Coop and Requests for Proposals.
Armko Industries representative Greg Carroll presented multiple replacement options and explained his recommendation for the district's claim process. Carroll "presented several options for roofing replacements and his recommendation along with an explanation for each type and why he suggested a specific process." After discussion, trustees approved a bid-rating system proposed by Armko (Price 30%, Qualifications 20%, Reputation 20%, Experience 20%, District Needs 10%) and authorized Armko to compile and disseminate the bid package.
The motions were moved and seconded as recorded: the motion to bid two roof system types was made by Laura Bratton and seconded by LeRoy Rodriguez and passed 4-0; subsequent motions to use TIPS/RFPs, approve the rating system, and authorize Armko similarly passed 4-0. Board Member Jody Piper left the meeting early for a family emergency and was not present for those votes.
Next steps include Armko assembling the bid package under the approved rating criteria and the district proceeding with the RFP process through TIPS. The board did not yet select a winning contract; those decisions will follow the bid evaluations when proposals are received.
