County to fund 20% of traffic operations study at SR‑23/I‑59 intersection; Springville to split cost

He said the study will examine operations from the interstate all the way to Route 11 and is required for future federal funding applications.
Commissioners discussed the value of the study and why such analyses are necessary before applying for federal grants; staff stressed these studies are often prerequisites for design and grant eligibility rather than delays.
