Pampa ISD board approves Teacher Incentive Allotment spending plan under HB 3

Dr. Abigayle Barton, assistant superintendent, briefed the board on the Teacher Incentive Allotment (TIA) established by Texas House Bill 3 (HB 3). Barton explained teachers are designated at Recognized, Exemplary and Master levels, with annual funding ranging from $3,000 to $32,000 per designated teacher and higher amounts available for rural or high-need schools. She said at least 90 percent of TIA funds must be used for teacher compensation and that the district's designation system requires annual approval by the Texas Education Agency and Texas Tech University.
The Pampa ISD TIA committee proposed a spending plan allocating 90% of funds to the teacher who earned the designation and retaining 10% for district implementation costs such as supporting teachers pursuing designations. Luis Nava moved to approve the Teacher Allotment Spending Plan; Dr. Emily Arrington seconded and the motion "carried unanimously with seven votes for the motion."
