House Bill 25-11, carried in committee by Representative Garrett, was advanced to the calendar and rules after the Finance, Ways, and Means committee adopted amendment drafting code 013667 and approved the bill 18–7 on March 10, 2026.
Representative Garrett said the amendment rewrites the measure and that the bill "authorizes the direct and continuing appropriations from that authority." He told the committee the measure is linked to a companion bill that would reconstitute the state's five major airports; HB 25-11, he said, provides funding authority if the airport authorities issue bonds or take other financing actions.
Representative Shaw questioned whether the measure would eliminate existing airport-authority boards; Garrett clarified the bill before the committee only addresses appropriations and does not dissolve boards, pointing to a separate companion bill for any governance changes. After discussion, the committee called the previous question and voted. The clerk reported 18 ayes and 7 nos; the chair announced that House Bill 25-11 "moves on the calendar and rules."
