The council voted unanimously on Feb. 11 to adopt amendments to the development fee schedule intended to better align permit fees with the city’s cost of review and comparable fees charged by neighboring municipalities. Chris Ewing, development director, summarized the largest change: an $85 base excavation permit fee plus a $10 per square foot charge for excavations into roadway pavement, sidewalks or shared use paths (the per‑square‑foot fee would not apply to excavations already processed through development approvals). Staff also proposed a $100 after‑the‑fact administrative fee for work begun without a permit.
Chris told council that the city historically charged much lower excavation fees ($30 minor; $100 major) and that the proposed structure remains near or below the regional median after adjustments. He said roughly 30–50 excavation permits are issued annually and that the change would raise some additional revenue but the principal intent is cost alignment rather than a major revenue source. Council adopted the amendments effective Feb. 12, 2026.
