City staff presented alternatives Feb. 11 for closing a north–south bike network gap on Park Street, describing four zones with differing geometry and parking patterns. Alternatives ranged from no change to full removal of on‑street parking to create 7‑foot bike lanes with buffers, or a compromise that removes parking on one side to install narrower lanes. Staff reviewed historical parking utilization (Google Street View counts and a 2019 Stantec study) and a February 2025 in‑person count by UVM interns, and described operational tradeoffs and implementation timing tied to restriping.
Council members asked questions about data timing (winter counts vs. summer demand), impacts on businesses (Rockies and Park Street Tavern were discussed), lighting and crash history, and the potential to mix alternatives by zone. After discussion a motion was made to support proceeding with the Park Street Complete Streets Improvements project and to direct staff to advance public engagement and further design development; the motion passed 4–1 with Marcus recorded as the lone nay. Council directed staff to conduct targeted outreach to businesses and property owners and to return with alternatives after public engagement.
