Consultant presents Plain City comprehensive-plan draft; public review set before early‑summer adoption

Kyle May, associate principal at MKSK, delivered a substantive preview of the village’s draft comprehensive plan, telling the council the document is intended to prepare Plain City for rapid regional growth. "Bottom line, a great plan is an act of preparation, not predicting the future," May said as he outlined the plan’s focus on future land use, infrastructure readiness and a street‑typology framework for Uptown.
May said public engagement for the update included two open houses with "85 total in person folks, 350 online," and roughly 400 unique participants across online and in‑person activities. He described the draft as a living document that will inform later parcel‑level work, zoning updates and decisions about utilities and annexation. "This plan I hope when you receive it you see it as a permission to do all of that work and do it really really well," May told council.
Council members pressed staff on timing: May said a 1.0 draft is circulating with staff, a 2.0 will follow public posting, and the team is targeting early summer 2026 for a recommendation to adopt. The presentation emphasized that the plan provides recommended policies, implementation steps and a conditions-and-trends appendix with data that will be appended to the document for technical review.
Next steps: staff will share the revised draft with the public on the village website, collect comments and return a recommended adoptable document to the planning commission and council for consideration.
