The Department of General Services asked the Finance, Ways, and Means committee on Feb. 23 to approve seven new operational positions intended to staff a consolidated multi‑agency law enforcement training academy.
"This request we're asking for 7 new operational positions and I believe Mike might have the history on what we have so far," Commissioner Andy Kidd said, describing phased construction with part of the campus opening in December and a fuller operational rollout in the following spring. Michael Winston, fiscal officer, said the FY26 budget already added leadership positions and that the seven requested roles would complete the operational staffing "to help, train them and make sure that they're ready when the new law enforcement agencies move out there in the latter part of the year."
Winston told members the FY26 cycle added leadership positions overseen by Executive Director Jeff Dale and that "these 7 additional positions will get us to operations," though agencies will still need time to transition and to coordinate use of shared classrooms, ranges, dining and housing. Committee members pressed whether the seven roles represent peak staffing; Winston said they are intended to reach operational status and that full, steady‑state operations are expected to begin in FY28, with hires likely made mid‑FY27 to allow for training.
The department described the academy as a consolidation of training currently delivered across separate campuses and said the new staff would manage scheduling and shared resources for multiple law‑enforcement agencies. No formal vote occurred; members asked follow‑up questions about future staffing levels and timelines but heard that most leadership positions created in FY26 were already filled.
The committee will consider the full budget package in subsequent sessions; DGS officials said they will coordinate with law enforcement agencies to finalize staffing and operational plans.
