"These would be conditions for anything that would operate in Buncombe County," James explained, describing the general-permit approach as a way to simplify applications for short-term land‑clearing operations.
Board members asked about operator locations and how many ACIs remain after storm cleanup; staff said three operators want to continue using ACIs for wood-waste burning, while others have stopped after debris removal slowed. The motion to approve the Asheville Affordable Tree Men permit was moved, seconded and passed by voice vote.
