Steve Weathers said he understood the manager's goal is to have at least a legal "green light by the end of the year" so initial work can begin. Board members also discussed a feasibility study — identified in the meeting as roughly $300,000 — which staff and members said would be necessary to demonstrate market demand and attract private investment before committing to major redevelopment. Members asked staff to obtain the scope of that feasibility study and report at the next meeting so the board can better understand whether the study covers structural integrity only or broader project feasibility.
