Steve Bellman, community development director, briefed council on proposed annexation of several small enclave areas and the county's role in enclave approvals.
Bellman said one large enclave (Marabella) contains about 193 parcels and that, taken together, the annexations would increase taxable value in the area by roughly $23.4 million and generate about $146,000 in gross tax revenue at the city's millage rate; the city would lose a $42,000 contract payment currently received from the county for fire coverage in those areas. Council members asked about conversion costs from septic to sewer; Bellman said the utility director estimated converting the Marabella portion could exceed $1,000,000 and that staff would investigate funding options, including grants, and phase construction to limit near‑term capital exposure.
