Serena Park developer to create compensating lakes after agency order; 41 lots proposed for conversion

Nicole Setzer, city engineer, updated the council on the Serena Park special‑assessment project and recent permitting developments.
Setzer said the original developers sold the assembled lots to 4 Star Development, which began clearing rights of way but was halted by the South Florida Water Management District because clearing and filling multiple contiguous single‑family lots is treated as development and requires a permit. "They had issue with 4 star clearing and filling single family lots," Setzer said, noting the lots are in a floodplain and that compensating storage is required.
To address the agency's concerns, the developer proposed converting about 41 single‑family lots into lake areas that would provide compensating storage; that modification will be included in the permit modification covering fill for single‑family lots across Serena Park. Setzer said 4 Star recently received a second request for additional information and "they're down to just two items" and staff is hopeful a permit could be issued after the start of the calendar year. Once the permit and construction are complete, the city will accept ownership of public improvements — roads, water, sewer, sidewalks and street lights — and staff has a consultant lined up to provide inspection services on the city's behalf.
