County IT details E911 backup test, UPS failures and ESInet fiber work; cybersecurity and AI training underway

Cayuga County IT reported a Motorola deployment and operational test of a temporary E911 backup site at Auburn Fire Department on June 9, completed repairs to a primary tower UPS that had been offline since October 2025, a proposed annual UPS maintenance contract (~$16,000) under review, and fiber work connecting Cayuga and Oswego public safety buildings for ESInet.
Tom Bunn, Information Technology, gave a comprehensive update on resilience projects, network infrastructure and staff training.
Bunn reported Motorola was scheduled onsite June 9 to deploy equipment and conduct a full operational test of the temporary E911 backup site at Auburn Fire Department. He told the committee that a primary tower Uninterruptible Power Supply (UPS) repair was completed on May 27 after the unit was found offline since October 2025 because of a failed battery bank; secondary UPS batteries also need replacement. IT has received a proposal for ongoing UPS preventative maintenance covering all tower sites at approximately $16,000 annually and is collecting additional procurement proposals before moving forward.
On connectivity, contract work is underway to install fiber between the Cayuga County Public Safety Building and the Oswego County Public Safety Building as the first phase of implementing the Motorola Vesta Next Generation 911 phone system to add resiliency and redundancy. Bunn also said IT is drafting a Cybersecurity Incident Response Plan for stakeholder review, rolling out county‑wide IT policy refresher training and an AI training program (noting 78% of county staff had completed AI training as of May 1). Several other capital projects were reported in planning or completion stages, including ERP analysis and door access system upgrades.
