Presenters Cassie Morris and Kelli Lasher said some prescription costs are declining and that changes to the plan's formulary are an available lever to manage future costs.
Lasher and Morris cautioned that changing the formulary could be disruptive because it is effectively "all or nothing," though they said the plan could grandfather existing members if needed.
