Committee members discussed enforcement steps, including adding contract language requiring groups to turn lights off at the end of events or face assessment. The board also reviewed amphitheater-related fees and a proposed $2,000 staffing/sound-technical fee that covers city technicians and staff time when the city sound system is used. Committee member (speaker 4) emphasized the value of on-site staff and equipment: "That equipment out there is is top notch. It's all digital. It's expensive equipment.
