Planner, Housing Trust outline state requirement to add unit-lot subdivisions

Simon Windell (Housing Trust and Winthrop planning commissioner) and Planner Vetter briefed the council on RCW 58.17.060(3), the state law that requires towns to add Unit Lot Subdivisions when updating their comprehensive plan and short-plat regulations. Planner Vetter said he has begun incorporating parts of the law into the planned development code while the council requested that the Planning Commission review the approach and consider Winthrop's model.
Council agreed that Planner Vetter should proceed with code updates mindful of the statute and recommended early Planning Commission review and possible outreach to Winthrop planners. Concerns were raised earlier in public comment about fire risk and Planning Department staffing capacity if higher-density options are pursued.
